FEMA The Department of Homeland Security
On October 8, 2001, President George W. Bush issued the Executive Order Establishing the Office of Homeland Security (formally termed Executive Order 13228). The primary mission of the Department of Homeland Security was to protect the United States from terrorist attacks. The order also put in place the Homeland Security Council as the president's advisory agency for matters relating to homeland security.
Bush issued the Executive Order Establishing the Office of Homeland Security in the wake of the September 11, 2001 and FEMA was merged into Homeland Security in 2003. FEMA and the Department of Homeland Security was a product of a Presidential Executive Order and whether Constitutional or not, Executive Orders become law simply by its publication in the Federal Registry. Congress is bypassed.
Executive Orders Have Become a Normal Processin the Establishment of the Laws of the Land. In America and has replace the vote of the people in the law making process. During the Clinton Administration there was a total of 364 Executive orders. During the George W. Bush Administration there was a total of 291 Executive orders. The Obama Administration has signed 121 Executive orders from January 2009 to date (May 1012).
The National Defense Authorization Act (H.R. 1540) was signed by Obama on New Year’s eve of 2011. The NDAA in effect gave Homeland Security the freedom to hold American citizens indefinetly without a warrant. Then there is bill H.R. 347 the Federal Restricted Buildings and Grounds Improvement Act of 2011 that Obama signed into law on March 9th 2012.
Obama's Executive Order 13603 the National Defence Resource Preparedness ActWas signed March 16th 2012 and among other things it amended Executive Order 12919 that had been in place since June 1994 by removing a total of 10 references to FEMA. These are now referenced to the Department of Homeland Security. The Federal Emergency Management Agency was originally designed to interface with the Department of Defense for civil defense planning and an "emergency czar" was appointed.
FEMA/Homeland Security has been given responsibility for disasters, refugee situations, urban riots, and emergency planning for nuclear and toxic incidents. It has the power to suspend laws, move entire populations, arrest and detain citizens without a warrant and hold them without trial. It can seize property, food supplies, transportation systems, and can suspend the Constitution, with a scratch of a pen.
